the only way to get to salamance you have to get rid of the huge chunk of ice, it is at the cave where you get articuno.
You can only catch Salamance by terms of using Action Replay. There are two ways that I know of: 1. Find out his Pokedex Number and use the code where it lets you catch any Pokemon (beside from Black and White game Pokemon). 2. This way you don't have to download codes. Go to the E4 and make it to the champion. Have the "Catch Trainer's Pokemon" code on and catch his Salamance.

sort of, it needs lots of exp to level up but salamance is a good pokemon.
