After you beat the Elite Four, fly to Snowpoint City, then go south of the Pokemon gym, towards the boat. Take this boat to the Battle zone. As you arrive, you will see Barry fighting with someone else. When this has cutscene has ended, head north towards a building. However, do not go in. To the rightof the road, you will see a character resembling a fisherman. Talk to him, and he will give you a fishing rod.
Please note that you need a National Pokedex to get access to him (and the battle zone).

∙ 14y agoGo to hearthome city and then you need to go to the bottom of the city and then enter the garage (that you go to different routes) on the right. there will be a fisherman. talk to him and answer yes to all his questions then... wala! you get a good rod.
