Level it up till lv 42. He will eventually evolve.

Aggron's pre-evolutions, Aron and Lairon, can only be caught in Pokémon X, and thus you must either ask someone to trade you one, look for one at the GTS or transfer it from a Generation V game (Pokémon Black, White, Black 2 and White 2) by using the Poké Transporter and Pokémon Bank apps for the Nintendo 3DS.
