Well, going by the Origins comic they were. But they weren't encased in adamantium, all his bones were soaked and saturated with the stuff.

He did have bones as claws until he wiliam stryker for a progect and stryker picked Logan because he had a healing factor to survive this progect and he almost didint survive until he heard they were gonna erase hi memory then he got mad.

Were Wolverine's claws made from bone?

Wolverines claws come from his forearms( between his wrists and elbows) at a length of a human foot. He got got his claws because he is a mutant. Later on in his life, he is kidnapped by Weapon X where he was experimented on and was forced to have adamantium fused to his bones. So his entire skeleton is now made of the metal, therefore his claws that were originally bone, are now adamantium.
