Firstly, you must be born with Wizard/Witch blood. If you do not have magical capabilites, then you are simply not able to preform spells. If you are asking me this, then clearly you were not born a Wizard/Witch. However, if you're looking this up for a magical friend of sorts, let me tell you how it's done:
Go to Olivander's (or any other reliable wand making shop) and have a wand choose you (the wand chooses the wizard).
Then get on the Hogwarts Express, go off to Hogwarts, attend your classes, and you'll be casting spells perfectly in no time!
