The odds are 1 in 8192 (2 to the thirteenth power) when randomly running into a wild Pokemon. This also applies for Legendary Pokemon, except for Zekrom and Reshiram, as Black and White are specifically programmed to make it impossible to run into a shiny variant. Roaming Pokemon such as Latios and Latias are pre-determined whether or not to have shiny values when you start the game. For example, lets say you are playing emerald version or soul silver version, and you meet Latios once, it is impossible to meet a shiny version of it naturally in that game without starting over.

Shiny pokemon are extremely rare variations of the same pokemon with the difference being the coloration. The odds of finding one are 1 out of 8395 chances which is extremely low. The chance is determined with special values in game along with your trainer ID. If both values are shared than a shiny pokemon encounter will occur. You will know it's a shiny pokemon when: It's different colored, a small yellow star (in older games) appears and plays a special sound effect, several circles rise up from the pokemon (in newer games), a quick glint of light appears (certain games), a circle maneuvers around the pokemon (in Colosseum and XD:Gale of Darkness). It's easiest to tell from the color however some shiny pokemon like Articuno have very little alterations where the original pokemon is a darker blue with the shiny version being a lighter version. Shiny pokemon are extremely valuable and wanted by collectors of shiny pokemon.

well you don't see shiny Pokemon often the only other way is if you have a action replay and get the code. so you have a 1 out of 1000 chance of seeing a shiny Pokemon without action replay.

You can find Shiny Pokémon in all games except in Red, Blue and Yellow.
