The best Pokemon to beat the elite four is Rayquaza.How to get Rayquaza is you first dive in the deep dark part in Pokemon emerald near Sootopolis City. There will be this cave.In the cave there is the submarine Team Aqua stole.Light is filtering from above swim up.Groudon and Kyogre are fighting.After you talk to Steven there go to Pacifidlog City.Surf to the right edges.There is a tower called the Sky Pillar.Go through it and at the end is Rayquaza.Capture it with that master ball you got from Team Aqua's hideout.Then find your way out of the Sky Pillar.By the way,Rayquaza knows fly,rest,extremespeed and outrage.When you find your way out fly to the Pokemon league and make sure you buy a lot of hyper potions and revives because champion Walace is a toughie.Then you'll beat them.Good luck!

actually use a really strong dark type like zoruark or even a liepard and a conkelldor or a sawk(if not use a throh) and a sigilyph for the fighting types
so use dark against physic and ghost, flying/physic against fighting,and a fighting against dark type
i tried this and i got through so easy
it all depends on what you have as your starter it dont matter that much though.
i recomend you have these pokemon if you dont want legendaries

pidgeot for fighting typs
dragonite should know blizzard outrage and surf teach pidgeot fly
nido queen nido king is not as good for a nido queen you must trade your male nidoran for a female she is at the underground path in the city with misty as the water gym leader
