Oshawott is well balanced with a little lift in Special attack. Good for beginners.
Tepig has terrible speed (Can cover with Flame Charge), bad defenses, but AWESOME attack power! I think it also has lots of HP, I forget. Tepig is recommended.

You can get both, but it's easier to stick with one. I really enjoyed Pokemon Black, but Pokemon White is the same thing, except the Pokemon are different during the story line and some of the locations are built differently. You can always trade for the Pokemon White Pokemon that you cannot get in Pokemon Black. Or if you got Pokemon White then you can trade for the Pokemon Black Pokemon. It's easy.
