No Pokemon can evolve from an Icy Rock in Pokemon Sapphire, Ruby, and Emerald. If you are talking about the later games like Pokemon Diamond, Pearl, and Platinum, the Ice Rock can evolve Eevee into a Glaceon.

But you do have to level up when you are around this rock in order for Eevee to evolve. there is also a item called icy rock. it does some special boost for the TM hail.
