Other AnswerI think it's in pal park or in Route 225 near Survival Area. Check Survival Area first, because I think that that person is the one more than pal park. In order to get there, you need to go to Flight Area first, so go to Snowpoint City and set sail. The Sailer will sail you there and then you will have to battle your way through until you reach it. You might have to have the National Pokedex first. Or not, I haven't tested. Anyways. That's the answer! Good Luck!

Well it depends on the partner you choose. If you choose one Pokemon, your rival (the boy you must name in the beginning of the game who is not YOU), will choose the Pokemon that has an advantage over it (ex. water beats fires; fire beats grass ;grass beats water). Dawn will have the Pokemon you have an advantage over. No matter what this will not change. So if you want your rival to have Torterra later in the game, then choose Piplup. If you want dawn to have a Torterra then choose Monferno. You will never have an advantage over your rival in any Pokemon game! So train hard and get Pokemon that can beat all 17 types. Or at-least try. You never know what kind of opponent you'll face next!!!
