I don't think any TM moves were removed from Unova for Kalos in Pokemon X and Pokemon Y, they areN just in different places.

It is impossible to make a Pokemon know more that 4 moves in Pokemon Emerald and any Pokemon game. It is hard coded into the games for a Pokemon to never know more than 4 moves. While a Pokemon can learn more than 4 moves it can only know 4 at a time.

The new TMs in Pokémon X and Y are TM19 Roost which was previously Telekinesis in Unova, TM51 Steel Wing which was previously Ally Switch in Unova, TM83 Infestation which was previously Work Up in Unova, TM88 Sleep Talk which was previously Pluck in Unova and the moves that have been added as TMs are TM96 Nature Power and TM97 Dark Pulse which are both old moves and the newly-introduced moves that are TMs are TM98 Power-Up Punch, TM99 Dazzling Gleam and TM100 Confide.

Just like the other Pokemon games you can teach moves when Pokemon level up or by TM's and HM's which are machines containing various Pokemon moves such as Thunderbolt or Fireblast. You can even have a move tutor teach moves to your Pokemon where that person is i can't tell.
