In the far left of Pukapuka Beach, past the rocks.
Enko is in Pukappoka Beach all the way in the far corner. You have to pass the fishing holes and go to the piece of island that curves around past the island paradise flowers. He looks like a tiki statue.

There are many writing ways to most Japanese names, and not all names regardless of the language have meanings. Enko can e.g. be written 婉子 which conveys a meaning of 'charming/graceful child' and written 媛子 can mean something close to 'little princess'.
If you mean Petpet park, then Enko is on Pukapooka beach. If you go down to the bottom of the area (south, I guess) and then follow the shore to your left, you should eventually see him. You will seem to be walking somewhere you shouldn't go, because it's very watery and there's lots of plants, but he's over there.
