I'm presuming you mean the manga/anime DearS, by Banri Sendo and Shibuko Ebara, aka Peach-Pit.
It was serialized in Dengeki Comic Gao, before being licensed and translated into and English anime by Tokyopop and later MSJ (alongside Bandai).
The anime series was directed by Iku Suzuki and broadcasted on numerous channels:
Chiba TV
TV Kanagawa
TV Saitama
Tokyo MX TV
TV Santerebi
TV Aichi
TVQ Kyushu
It was also made into a fantastic, yet very slow playstation game, by MediaWorks.

As far as I know there aren't many if at all in the US (first thing that comes to mind is Anime Network), but there are several other conventional television networks that do broadcast anime along with other animated TV shows. As far as in Japan, there are several TV channels that have large chunks of time dedicated to anime (e.g. Tokyo MX).
Well, anime (Japanese cartoons), was invented for the very same reason why American cartoons were. Simply entertainment. Once the Japanese had the television, the invented anime like how we invented our animated cartoons in the U.S.
