You have to do sidequests for those digi-elves or w/e they're called to unlock digivolutions(mega and ultimate level). Champion level digivolutions do not exist in this game. Also as a side note, I would recommend looking at a guide and figuring out which digivolution you would want to get first because when you digivolve into something else, that new digimon starts off at level 1. If you dont like your new digivolution you could always go back to veemon and he'll stay at the level you left him with.
Currently, there's no such thing as Digimon Rumble Arena 3, and there's no sign that they're making one.

well the newest digimon game is Digimon world re: Digitize its a reboot of the first game, but im hoping that they make a Digimon rumble arena 3! ;)

No, Digimon Fusion does not build off of previous Digimon seasons much like Seasons 3 (known in Japan as Digimon Tamers,) 4 (known in Japan as Digimon Frontier) and Season 5 known in Japan as Digimon Savers but known in the United States as Digimon Data Squad they are all part of a new continuity that have nothing to do with each other or with the first two seasons which was known in Japan was Digimon Adventures.
