This pales in comparison to the number of moves present in standard Pokémon games, but for a mobile game that is trying to explore a new route, it seems to work well.

The only reason you shouldn't let any pokeman evolve is to wait until it learns a certain move; that is, only certain pokemans can learn certain moves at varying times however, most moves the pokeman can learn will turn up regardless.Example: You have a Monferno (2nd form of the fire starter) which learns Flare Blitz at level 49 whereas the final stage (Infernape) learns this move several levels later.Though there really isn't a reason not to let the pokeman evolve x) you can learn most moves through TM's.

Luck is a big part of it.(for rare Pokemon) You also need a friend with pearl for Pearl-exclusive pokes such as Misdreavius and Glameow. After you get the national Dex you need Pal Park and Poke radar. The GTS is also handy for getting legendaries (if you're lucky) and Starters. Also rember that some Pokemon like Sneasel only evolve when holding certain items/knowing certain moves/liking you/leveling up at a certain time of day/a certain gender/stones.
