To use Hulu, you need a compatible device, such as a smartphone, tablet, smart TV, or computer, and a stable internet connection with a minimum speed of 3 Mbps for standard streaming and 8 Mbps for HD streaming. You also need to create a Hulu account and subscribe to one of their plans, which may include ads or an ad-free option. Additionally, some content may have specific regional restrictions, so being in a supported country is necessary.

As of my last update, "Waterloo Road" was not available on Hulu Plus. Availability can change, so it's best to check the Hulu catalog directly or use a streaming service aggregator to find its current status. Additionally, "Waterloo Road" may be accessible through other streaming platforms or services depending on your region.
