Quite simple but not really. All three, Raikou, Entei, and Suicine are dog pokemons that will run away if you tried to attack it or capture it. There's two steps you can do in order to catch it. First the most simple one is use a master ball. Master ball are poke ball that catches Pokemon without fail. If you don't have a Master ball, then use a Pokemon that has the move "block" or "mean look." Those attacks can block your enemy so they can't escape. Pokemons that have that are Articuno, Snorlax or Sudowoodo, but others can too. Then when it cannot escape weaken it and try to catch it.

If you are wondering "What happens is I have no master ball or none of my pokemons have "block" or "mean look?" This process will be super easy is you have a Pokemon Emerald Version. Why? Because in case you haven't notice, you can clone pokemons in that game version. Here's how. First you have to go to your PC and select the Pokemon you want to clone. Go to Battle Frontier and you have to. Then go to one of those places and go to your PC. Take the wanted clone pokemons into a empty PC box. Then exit it out and leave the wanted clone Pokemon in your PC box. Save now. After saving, get that wanted clone Pokemon back into your party and walk to the lady that takes you into the match area in the Battle Frontier. Talk to her until she says save. Save it during that place and then press L, R, and SELECT all together at the same time. It should restart your game and back to the previous area you saved. Now go check your PC box. TADA, your cloned Pokemon should be in there as well as the original one in your party. Make sure you make it hold an item that cannot be found anywhere such as the master ball. If you clone it, you'll also clone the items too. So instead of having 1 master ball, you'll have two. And that's one way how to catch legendary pokemons easily such as Suicine. Hope this help you.

To catch any of the 3 legendary dogs/cats/Pokemon... in G/S or Entei/Raikou in Crystal, you have to do one of the following

1) Quick Claw - Gives you a slight chance to attack the Pokemon before it can run. The Pokemon retain their HP, so damage dealt in one battle will carry over to the next and so on. If you get lucky enough to quick claw a mean look, then the Pokemon wont run away and you can catch it normally.

2) Throw pokeballs like a madman - You can only do this once per battle since the Pokemon runs on the first turn. Who knows, maybe you'll get lucky and catch it.

3) Master Ball - enough said

4) Fast attacks - Similar to 1, fast attacks like Quick Attack will let you get in a shot at the legendary Pokemon before they run. This will slowly add up and maybe you'll luck out catching one of them.

when you get all 16 badges ,go back to the spot where you found the gym leader for creulen city.suicine will be waiting for you. it will be a level 45.you can catch it by making it sleep ,and then getting its health down to the red zone can then use an ultra ball to catch suicine.

After releasing the three legendary beasts (Entei, Raikou, and Suicune) from the Burnt Tower, Entei and Raikou will be roaming around the grasses of Johto. Suicune, however, won't be. At certain points in the game, you will encounter it but each time, it will run off.

The places you'll meet it are: north of Cianwood City, entrance of Mt. Mortar on Route 42, Vermillion City, and Route 14.

After finding it on Route 14, it will run off to Bill's House on Route 25 after Misty returns to the gym in Cerulean City. (Keep in mind that this is in the Kanto Region.) This where you will be able to battle it and capture it.

If you defeat it, it will reappear in the Burnt Tower after you defeat the Elite Four.

So the only way to catch it will be to chase it around all the way to Kanto.

The steps to catch suicine easy everybody don't worry you don't need to buy GameShark to do it all you got to do is first make sure you got 60 Pokemon owned and get the gems from island 6 , 7 and go back to island 1 and go to the red building when you give to the guy Steve i think it is w.e his name is just give him the two gems and then give it two him then go catch mewtwo with ultra ball i think that's how you spell w.e use zapdos to paralyze Mewtwo so he can't move after go to above pallet town then run up and you see grass you cant just find it buy runnin around... Now you use max repel like 1,2,3,4,5,6,7... Whenever you seen white stuff come up on your screen that's when you find the water rare dog suicine remember you cant catch without catching Mewtwo and suicine will probably run if he breaks from the ball so you better use a master ball!
