Sorry, but that's wrong. The rarest Pokemon card is actually a trainer card. I forgot what it's called but it has exacutter on it and a stone in the background. The only way to get it is to win a Pokemon colouring competition (only 3 exist)

One has sold for about $8000 or so. Rumor is that one sold in Japan for a lot more.
If you could get it, it wouldn't be the rarest, now would it?
Most expensive card you have a chance at, would be either the red cheeked E3 Pikachu or the erro Promo 1 which accidentally was stamped with a 1st Edition stamp and inserted in 1st Edition Jungle packs.
Or maybe the error Dark Persian promo with no Hit Points.
Each of those have gone for over $100. The Dark Persian once went for $700, but that was too high

Rare candies only raise a pokemon's level. There are no pokemon that need a rare candy to evolve. That being said, using a rare candy may elevate a pokemon to the level required for evolution.
