Best is very subjective. That depends on how much you are shredding, what you are shredding, and how much you are willing to spend.

(Low Security) Strip-cut use rotating knives to cut strips of various widths depending on how the shredder is designed, and as long as the original sheet of paper (~34 shredded pieces).
