some Pokemon like scizor learn it there is no TM for false swipe.you can catch a scizor with false swipe on the route you unlock after beating the elite four in diamond pearl and platinum.

They way you would for any other move. Just choose the move from the attack screen and your Pokemon will attack. (By the way, False Swipe can't be used in the field)
go to veilstone store and buy false swipe and teach it to a stronger Pokemon and just attack with false swipe until it wont go anymore it always leaves them with at least 1hp

I would suggest a Baton Passer, with Mean Look - Absol, Umbreon - and either a high level Pokemon with False Swipe - Scizor for instance, or someone who can either Paralyse or put them to sleep. You could use a Mean Look/False Swipe/Thunderwave/Filler Absol! False Swipe and T-wave are both TMs.
