Most of the characters dialects aren't specifically mentioned, although there are some hints.

Harry Potter and Hermione Granger come from middle-class families in England and probably have RP accents. Ron Weasley is more likely to have a cockney accent/west country accent.

Professor McGonagall has a northern Scottish accent and Rubeus Hagrid has a West Country accent.

The whole book is an example of indirect characterisation. The reader follows Harry and see his thoughts, speech and actions, letting the audience see for themselves what the character is like.

An example of direct characterisation is in the first chapter when the reader is being introduced to Petunia Dursley. Her appearance is described as is her tendency to listen into the neighbours conversations.

Rubeus Hagrid's speech is an example of dialect. The character is from the West Country and so he often shortens words or uses slang. For example " an' " is used instead of "and" because Hagrid wouldn't pronounce the 'd'.
