There are no requirements for Pokémon Ruby in order to have it trade with other Pokémon games other than getting the PokéDex and having at least 2 Pokémon however other games such as Emerald and not to mention Fire Red and Leaf Green have different requirements before they can trade with other games however Fire Red and Leaf Green can trade with themselves without needing any additional requirements. Here's a list of requirements for each Pokémon game on the GBA between Ruby/Sapphire, Fire Red/Leaf Green and Emerald.
Pokémon Ruby/Sapphire
These just need the PokéDex and at least 2 Pokémon, nothing else.
Pokémon Fire Red/Leaf Green
These can trade between each other but they need a PokéDex and at least 2 Pokémon, nothing else.
In order to trade with the 3 Hoenn games, you need to activate the Network Machine on One Island.
Pokémon Emerald
I'm not completely certain if this applies to the other 2 Hoenn games but in order to trade with the 2 Kanto games on the GBA, you must have the National Dex.

Umbreon can only be gained from trading from Ruby, Emerald, Sapphire, Pokemon XD or Pokemon Collosseum.
If you trade Pokemon between leafgreen and ruby ruby will have your leafgreen Pokemon and leafgreen will have the ruby Pokemon both in the party they will not be sent to the PC unless you personally walk to the PC and do so.
If you mean Ho-Oh, then that's a no :(. Without an Action Replay I'm Afraid that Ho-oh is impossible to obtain in Ruby and Saphire. Unless you consider trading the Ho-oh from Pokemon Colloseum obtaining a Ho-oh.
You can get seviper from Pokemon sapphire by trading.

Mudkip can only be owned in Pokemon FireRed & LeafGreen versions by trading from Pokemon Ruby/Sapphire/XD/Colosseum. Trading from these games requires the National Pokedex, the Ruby and the Sapphire. You must give the Ruby and the Sapphire to Celio at One Island. Trading requires a Wireless Adaptor.
