I think kingdra beycause dragon is the only that is super effective on him and his moves are good, Ludicolo, Kyogre and suicune. But Empolion, Blastoise and Lapras are also pretty good. NOT Gyarados I know he is cool and everything but electric moves are 4x effective beycause he is flying and a water type. Hope i helped :D
