Go to the top of the lighthouse where gymleader Jasmin asks you to go get Secret Potion from Ciawood City, surf to the Ciawood City, go to the the house next to Pokemon Center and guy inside gives you the potion. It's easiest to beat Ciawoods gym leader now, because after that you get HM2 - Fly from the woman who's standing outside of the gym. Now you can fly back to Olivine City, go to the top of the lighthouse and give potion to Jasmine. After that you're able to fight her at Olivine's gym.
