I would recommend belue and pamtre berries.
You need to make as many Dry poffins as you can. The stronger they are, the higher feebas's beauty will rise. Dont get a feebas that has an adamant, impish, careful, or jolly nature cuz those natures hate dry poffins. Berries that are dry like..... chesto, cornn, grepa, lansat........ check it by checking the tag of the berry which it says what flavor it is... if it's dry the berry is for beauty to make feebas evolve....
you get feebas beauty high enough and it evolves- i suggest using pamtre or chilan berries, but if not, check the tags of different berries and see which ones are very DRY!(oh yey- turn da berries into poffins first lol)you can also just catch one in mt.cornet I got one there but you have to use super rodto get it you have to go to the Pokemon league
I assume you mean Beauty, and yes, they can. the pamtre berry increases it greatly, and the razz berry I think. However, you need to make them into poffins before your Pokemon can use them.

It should have evolved. What type of berries were you using as ingredients? Just because you have given it all the poffins/pokeblocks you can doesn't mean you have maxed out it's beauty. The best berries to use in Ruby/Sapphire/Emerald are: Kelpsy Pamtre Cornn Any other types of dry berries give too small a result to max out beauty.
