In Diagon Alley, wands are sold at Ollivanders.
It is a fictitious place, from the "Harry Potter" fantasy novels. It is supposedly located somewhere in London, in the (also fictitious) Diagon Alley.
Ronald Weasley's first wand was passed down to him from his older brother, Charles Weasley, who presumably bought it from Ollivanders Wand Shop in 1984, at the age of eleven. Ronald Weasley's second wand was bought from Ollivanders in 1993, after Arthur Weasley won 700 Galleons (equal to about $7049, according to Harry Potter Lexicon) in the Daily Prophet Grand Prize Galleon Draw and had enough money to buy Ron a second wand after his first one was broken in 1992.

Yes you can though you can also wait in the line to see Olivanders assistants and they may pick you to have the experience of getting a wand. Although you still have to pay for the wand. You can also go through the back door and just buy a wand without going through the show.
