Unfortunately, you can't do anything with Tails following you in Ultimate Flash Sonic (it's not like Tails following you in Sonic 2 and 3).
It's like Cream and Cheese in this game, Cheese can't do anything (Cheese can't defeat enemies for you like she can in Sonic Advance 2).
