After you pick up your luck incense from Vermillion City in Pokemon HeartGold or SoulSilver, you can give it to any Pokemon in your party to hold which will double the money received in battles if that Pokemon is used. This effect doesn't stack with amulet coin however.
Luck incense is also very important in these games as by giving it to a Chansey or Blissey in a Day Care Center it is one of the only ways to get a Happiny.
