No, it's not a Tom & Jerry cartoon, but it is an MGM cartoon made around that time by Tex Avery. I believe the name of said cartoon is "Counterfeit Cat".
It's the cat that is saying "Bow Wow!" trying to get that bird and bribing the dog guarding said bird with bones. When he gets busted by Guard Dog, Cat looks at Guard Dog and smiles "Bow Wow?" At that point, Guard Dog holds up a pair of dog ears Cat had stolen from another dog earlier in the film, and he shouts, "Meow Wow!" My favorite Tex Avery cartoon.

The character Sylvester on the Disney cartoon, LOONEY TINUES, is the black and white spotted cat, that always tries to eat the yellow bird named, "Tweety Bird." But, Sylvester usually gets in trouble for trying to eat the yellow bird named, "Tweety Bird."
I don't know.. maybe because he lacks so much knowledge. He is always trying out his sisters new experiment.. you'd think he would learn not to get involved in those experiments after about the 100 fail!
Mickey Mouse has never died in any of his cartoons. Goofy Goof was killed by a shark in a cartoon shown on the TV series House of Mouse, (he was eaten trying to feed the shark some broccoli, and in all likelihood, his wife (the mother of Max Goof) is dead as well. Mickey and Minnie Mouse have never died is a Disney cartoon, so neither one of them has a death date.

In one of the parts, Yosimity says, "I'll send the varmint to Hell. Oh, uh...pardon my language." The word hell refered to was in the movie. The Bugs Bunny looney, looney, looney tunes movie
