Albus Dumbledore arranged for Harry Potter to be brought to his only living relatives, his Aunt Petunia and Uncle Vernon along with their son Dudley.

Dumbledore wrote a letter to Petunia explaining the situation. We find out later that this wasn't their first correspondence. Petunia once wrote to Dumbledore asking to be accepted into Hogwarts and received a nice letter back explaining why that wasn't possible.


He also invoked a charm that meant as long as Harry called Privet Drive home until he was seventeen years old, he could not be harmed inside it. This is why he had to return there, even for a shot period of time, every summer.
