No, the King and the Africans did not know each other, Leopold never visited his colony, but that was not uncommon because of the risks and diseases, Victoria of the UK never visited her praised colonies either. King Leopold II was indeed angered by what happened he even stated that if the atrocities did not stop he would pull out of the Congo, unfortunately for the king he had no real control over his colony.
Leopold is chiefly remembered as the founder and sole owner of the Congo Free State, a private project undertaken by the King. He used Henry Morton Stanley to help him lay claim to the Congo, an area now known as the Democratic Republic of the Congo. The Powers at Berlin Conference agreed to set up the Free State in 1885, on condition that the inhabitants were to be brought into the modern world and that all nations be allowed to trade freely. From the beginning, however, Leopold essentially ignored these conditions and ran the Congo brutally, by proxy through a mercenary force, for his own personal gain. He extracted a personal fortune from the Congo, initially by the collection of ivory, and after a rise in the price of rubber in the 1890s by forcing the native population to collect sap from rubber plants. His harsh regime was directly or indirectly responsible for the death of millions of people. The Congo became one of the most infamous international scandals of the early 20th century, and Leopold was ultimately forced to relinquish control of it to the government of Belgium. King Leopold committed many atrocious crimes that usually revolved around his cruel impression of imperialism in Africa. He was know for subjegating the "savages" or to us, the natives, by turning them into spectacles of amusment, slaves of hard labor that consisted of the ironic task of harvesting their own ivory (elephant tusk) and helping the imperialists ship it, sell it, gather it. Leopold is also known for allowing the settlers to cut off the hands of many of the natives. The will become his legacy, and to this day, there stands a statue in Belgium (his birthplace) where a depiction of natives are holding up Leopold, and was originally supposed to show how he "helped" them and saved them, how they now thank him. What the statue is now is a reminder of his history and his cruel ways, the natives in the statues have all their hands cut off now to show what really happened while he was at rule.

I doubt it. The Republic of Congo is in Africa and Mexico is in North America. As far as I know, neither had any colonies.

Congo is in Africa and i think if you don't know where a country or state is just ask brandi(funcrab12) and i will give you the answer because i know all about the states and countries but i don't know everything but Congo is in Africa thanks for taking your time to read this if you ever need anything else just ask me(see above for the name). it is in central Africa by the way just for a little more information.
