Pope Pius V
He was Pope St. Pius V.
Elizabeth of Salm was born in 1570.
Elizabeth I's excommunication by the Pope in 1570 resulted in increased tensions between England and Catholic Europe, leading to plots against her life such as the Babington Plot. It also solidified England's break from the Catholic Church and fueled English nationalism.
The pope did not behead Elizabeth I.
In 1569, there was a Catholic rebellion that attempted to put Mary Queen of Scots on the throne. After the uprising failed, 750 rebels were ordered by Elizabeth to be executed. From there Pope Pius declared that Elizabeth was not the rightful queen and that English citizens did not have to follow her rule, and if they did they could be excommunicated. In the 1570's priest traveled to England for reconversions, that led to their executions.
