rue, in my mind symbolizes katniss's breaking point. The only reason she didnt hurt rue is because she was tiny and defensless, rue was really the true mockingjay, unfortinantly she died. BUt she would truly in the mind of katniss be the mockingjay by how she was described as a bird taking flight. So rue symbolizes the mockingjay in its purest form.
