I hope you understand that Hogwarts School is fictitious. It doesn't exist, except in the Harry Potter fantasy novels. According to the story, children who have the potential for magic would eventually receive a letter of invitation. The Wikipedia article on "Hogwarts" has more details on the admission process.
Start by staining a white piece of paper with a tea bag and then leaving it to dry. Don't stain the paper too much as you're only attempting to make it look like parchment, not like paper that is very old. Alternatively, you can purchase off-white paper or skip this step entirely. It depends on how much detail you want to go into.
Then draw the Hogwarts crest at the top of the age in the centre, the link to a picture can be found in related links.
Then, in green ink, write the body of the letter as shown through the image in related links. Make any changes if you plan to personalise the letter.
Then, if you've stained the paper, do the same with an envelope before sealing it with red wax and writing the address with green ink.
