go to the gym in cerulean city you have to follow him to the bridge north of there he will battle you then go back inside the gym...check the inner tubes
once you have been to the power plant and found that the machine part has been stolen, head back to cerulean city and go to the gym, the rocket grunt will come out of the gym and run off. When he does you will have to follow him to the golden bridge north of the town. He will supposedly hide between the couple, go and defeat him and he will tell you where the part is. Then you go back to the gym and check the tubes in the north-west corner, the part will be there. Take it back to the power plant and you are done.
