All you have to do to ride the Magnet Train is go into the station in Saffron City or Goldenrod City and board it, however, you first need to power it up and you can't do that until you make it to Kanto, in order to power it up you need to get the Machine Part from the Cerulean Gym and take it part to the Power Plant and then later on you'll get the Magnet Train Pass from Copycat in Saffron City when you give her the doll she had lost by speaking to the man with the Clefairy doll in the Pokemon fan club in Vermillion City.
You need to go and speak to the copycat after you've powered up Kanto before you can get the poké doll from the man in the pokémon fan club in Vermilion City.

∙ 14y agoThe Magnet Train can only be ridden with a special pass. To get the pass, you need to get the Copycat girl's doll back from the Pokefan guy in Vermilion. This event only occurs after you have all 16 badges.
