Sootopolis can only be reached by using dive to go through an underwater cavern or by flying (if you've already been there). Surrounding Sootopolis is route 126. Somewhere on route 126 is a single dive spot which leads to the underwater cavern that goes into Sootopolis. You might have to look a while before you find this passage though.

∙ 12y agoYou beat the seventh gym and get the HM Dive form Steven in his house.
Then you make sure you have a Pokemon that can learn Dive and teach it to them.
When you do that head over to Sootopolis city and when you are on a diving spot, use Dive.
Once you use Dive search around for a while until you find a cave entrance, enter it and go up, when you do you will be in Sootopolis city!
(Sentence 1- Steven's house is the one to the top/left of the kid who gives you the King's Rock)
(Sentence 2- Sootopolis city is the Giant Rock in the middle of the sea, open your Pokegear map if you have to)
(Sentence 3- A diving spot is the dark water)
(Sentence 4- You can find the Pokemon Chinchou, Clampearl an Relicanth in that water and in other diving spots with grass also.
If you want the Regis you NEED Relicanth, if you want Huntail or Gorbess you NEED Clampearl and you had to have gotten the thing for C. Stern)

∙ 12y agoWhen you arrive at sootopolis your actual purpose is to defeat the gym leader, but he is not there . so you will need a Pokemon with surf and dive and you have to locate the submarine and stop the guys plan. You also need strength and rock smash. you should carry some repels and an escape rope.

∙ 12y agoGood question. I think everybody has trouble getting to it the first time they play through. You have to dive (HM move) in the deep blue part of the ocean around the huge rock where the map tells u there is a city. The entrance is a underwater cave. You have to look for it when you dive. Dive at the South of the rock...the entrance is there. If i can remember correctly i think you have that white cloudy stuff down there so you can't really see anything that's going on...but before you surface i think it gets clear for a few seconds..(in the flash screen)..use those few seconds to look around at the scenery and you'll spot the cavern.

∙ 12y agoYou get to mossdeep then surf. When you reach a mound of white-ish rock use dive. You will find a cave underwater go in it and use dive in there. Hope I helped

After you defeat the Mossdeep City gym leaders, you can either go to Sootopolis City or you can go to the Seafloor Cavern to defeat Team Magma. I would suggest going to Sootopolis City before you take on Team Magma so that once you've gotten through their hideout, you can just fly back to Sootopolis to capture the legendary pokemon.
