Hi, don't know if you are putting together a "Shirley Temple outfit", but here goes:

As a (beginning) child star, Shirley often wore black Mary Jane-style shoes...of course, she had (many) shoe styles which were compatible with the different outfits she wore in her films.

Very famous were the white high-tops she wore in 1938...she was about 9 (actually 10) at the time. Don't know if she needed ankle support at the time (she started wearing these I believe in 1938's Just Around the Corner, during which she did a (mostly) swing style dance number, and also a soft-shoe--but not a riveting tap number (with Bill Bojangles Robinson, who had performed great tap routines with her in previous films).

It was said that the white high-tops were the start of the typical white high-tops for toddlers (previous to that, babies and toddlers may have worn the black/brown high-top with side buttons, so commonly seen in period photos).

In the mid 1940's, Shirley favored (and looked great in) t-strap, espadrill-styled-heel, sandal/shoes.

Later in life she did not seem to favor any particular shoe style.
