The butterflies indicate the tense change. For example, when Tommo is older and is looking back on memories, it is at the beginning of every chapter, and before going back to past tense there is a butterfly. Also, I feel butterflies mark peace and tranquility, which I assume the author is trying to show when changing tenses.
