Well in versions later than firered/leafgreen it increases the special attack stat. So I strongly believe it increases the normal special stat in the early games ( blue red yellow etc,)

Yes you can trade leafgreen version Pokemon to another leafgreen version.
It depends.Staraptor is great and strong with its attack and speed stats but its defense and speed is kinda balanced out but its speed is a little better where Swellow is great and fast with its speed stat but its attack stat isnt as good but better than its terrible defense stat which makes both Staraptor and Swellow interesting pokemon so you honestly would have to let somebody else like a pokemon excpert answer this and just keep mine in mind.
