Finnick reveals that President Snow became dictator by poisoning those in his way to power. Sometimes to cover up his tracks he would eat/drink from the same plate/cup used to poison the victim, then take an antidote to whatever poison he'd laced it with afterward. These gave him mouth sores that never healed, and he wears the genetically enhanced roses to try and cover the smell of blood.
