Go to Diglett's Cave next to Vermilion City and wander around for a bit. A Diglett will appear or, if you're very lucky, a Dugtrio! Hope this helps!:D
You can't catch Diglet on Emerald. You can obtain it from trade or hack (something I have almost no experience in)
in diglet cave it will take long but he is there he is at level 29 OR Here's a better way, take a Pokemon level 30 or under to diglett's cave. Use a repel and walk around and you will encounter a dugtrio over level 30

Diglett or Dugtrio
If you are trying to catch Cresselia I would swap Diglett for one of our stronger Pokemon (click x then go onto the Pokemon section, click the Diglett and press switchto switch it for one of your stronger Pokemon before the battle). Diglett cannot learn Mean Look, or any of the other blocking moves such as block and Spider Web.If I were you I would use different Pokemon to catch Cresselia.
You cannot catch Diglett in Pokémon Emerald, you can only get it through trading.no where you need to catch it in L.G OR F.Ryou can't but you can get him from leaf green or fire red
I'm assuming you mean Brock's but in order to get his place you first need the PokéFlute channel for your PokéRadio so once you get that go to where the entrance to Diglett Cave is where you see a sleeping Snorlax at, use the Flute and battle or catch it whichever then you'll be able to go through Diglett Cave and make your way into Pewter City which is where Brock's Gym is at.
You can't catch one anywhere in Emerald. You'll have to trade one from FireRed/LeafGreen.
Buy the TM Dig or catch any Pokemon that already knows it. A common one is Diglett.
