When you go to Cinnibar, there is no one there but Blue, who will tell you that you are too weak to fight him, and a Pokemon center. Leaving that place, go east until you reach the SEAFOAM ISLANDS. Blaine's gym is the cave there, and if you go up the ladder, you can try to make your way through the trainers and fight him. Also, if you go down, you can get Articuno.

∙ 12y agosince his gym was destroyed, along with all the other buildings (except for the Pokemon center, which is kinda weird...) blaine's gym has been relocated to the seafoam islands, located to the right of cinnebar island.
