I would assume she uses a bleaching agent/developer followed by a toner.

There are at least four different developer strengths on the market available from beauty supply stores. 10, 20, 30 and 40. Depending on how dark and thick/coarse your hair may be at this point (if you're going from black to platinum blond) you might want to use a 40 strength. Pamela Anderson appears to have light brown hair, naturally, so she probably uses a 20 strength... and her quote "it says to leave it on 20 minutes, I leave it on for 40," leads me to believe this is the strength she is using.

It's important to always follow the bleaching process with a toner. If you are left with red brassy tones...use a light toner with a blue or purple base...and mix this toner with a 10 strength developer and leave it on for another 20-30 minutes.

Rinse well...follow with a deep conditioner and a keratin oil treatment.

Your hair will be damaged afterward. Use low-heat styling tools and a wide tooth comb when your hair is wet. Do not attempt to comb through the hair without some sort of conditioner/heat protection lotion applied.

I have seen her do her roots when she had her show and it was just one of the box kits you can get at a drugstore. A simple "mix it together and put it on with the bottle" kit, but they did not show what brand it was and she didn't say. She didn't use a toner afterwards, or at least it didn't show her using one, but that's never a bad idea.
