This happens in the book only. Percy meets the woman in the water twice. The first time, he had just fallen into the river below the St. Louis Arch, and she came and said that his father requested for him to go to Santa Monica Bay. When he arrives at the bay, despite Annabeth's warnings, he goes under and finds the woman again. This time, she gives him pearls. These provide a quick escape from the underworld.
In the book he does go to the St. Louis arch, but in the movie it is left out.
