Yes. If you watch At World's End and go to the scene after the credits you will see Elizabeth breaking the curse by remaining faithful and coming back after 10 years. To signify Will coming back for good there is a green flash on the horizon. Though he is only free for one day after ten years. After that he must return to the sea and wait another ten years before he may step foot on the land.
