So far in My Little Pony: Friendship is Magic there has been no mention of Rainbow Dash's mother or any other of her family members. However, given the nature of the show RD's mother is probably alive and well and that Rainbow simply moved out.

In Season 3 Episode 12 "Games Ponies Play" there is a flashback that shows Rainbow Dash as a filly along side a rainbow-maned stallion who appears to be her father, but no name is given. See the link below for a screenshot. A fair number of fans have depicted the G1 pony named Firefly as Dash's mother, but it is unlikely that she will appear as such in the show since Hasbro no longer has the legal rights to that character.
