Once you beat the Pokemon league, you have a few choices:
1) You can catch all the Kanto Pokemon
2) You can enable trading to and from Ruby and Sapphire versions [and Emerald]
3) You can beat the Elite Four again
Option number 1 takes quite a while and requires you to trade with Pokemon Leaf Green. Once you have completed it though, you gain another star on your trainer card.
Option number 2 is quite lengthy and is pretty interesting. To enable trading to and from Ruby and Sapphire, you must find some rare stones for Celio (ironicly enough, they are called Ruby and Sapphire). To start your journey, head to One Island and talk to Celio. you need to have 60 or more Pokemon in your pokedex to get the sapphire and the ruby.
Option number 3 doesn't take very long but gives your Pokemon more experience and helps them level up.
if you catch at least 60 different types of pokemon talk to oak in pallet town and he will give you the national pokedex and then you can go to island one from cinnibar or vermillion and talk to celio and then you can explore islands 4 to 7
If you played the Emerald version, the Battle Frontier would of been available. But since you're playing Sapphire, the only thing you can try to do next is to catch 'em all, or level up all of your Pokemon's into Level 100.
It isn't anything to do left Storywise, consider the game beaten.
You can also just restart the game, and try to beat it with a different starter Pokemon ; )

Fighting and Fire types can easily beat Steel types as there moves are super effective on Steel.

Unfortunatly, (fire-types are my favorite) the only pre-Pokemon league, non-traded fire types are chimchar evolutions (can only get if chimchar was your starter) and ponyta evolutions(between Soleceon town and veilstone, as well as under bike path). Fortunatly, after you beat the Pokemon league, you can migrate Pokemon from gba games to the pal park and use other methods to get fire-types. There is a fire-type legendary, heatran, which can be found at stark mountain after the Pokemon league. Hope that helps.
