I would describe it as a vey risky plan. It was basically just Rue distracting the careers and, then Katniss shooting an apple that makes the bombs explode underneath all of the supplies and then she runs away with her ear all messed up. There is also much more to it but I don't want to say anymore cause I don't know where you are in the book.
Basically Katniss and RUe end up making an alliance and then they retry to think of a way to STARVE the careers.
