The fuel pump relay would be under the hood, mounted on the firewall on the driver's side. There are two relays there side by side. Looking at them front the front with hood open the one on the right is for the fuel pump and the other one to the left is for the ac compressor (if equipped). This vehicle doesn't have a interia shutoff switch for the fuel pump.

sounds like to me, your expansion valve is broken, its what creates the high/low pressure difference in the first place. On the highway, your compressor is spinning fast enough combined with high condensor effeciency to manage a little cooling.
